Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, supports Legislative Regulation of the Period of Authorities of the Acting Parliament

 

V. Lytvyn explained that when the bill "On Amendments to the Constitution of Ukraine" (re holding of regular elections of the President of Ukraine, People´s Deputies of Ukraine, Deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, regional, city and village mayors) had been drafted, the document needed transitional provisions. "However, a different point of view dominated", he stated.

 

The Head of the Parliament declared that "as emotions and anxiety concerning new constitutional provisions have subsided", the matter arose as to the time of the presidential and parliamentary elections.  He reminded that the bill scheduled the next elections of the Verkhovna Rada of Ukraine for the last Sunday of October of the 5th year of its authority, while the next elections of the President of Ukraine for the last Sunday of March of the 5th year of the President´s authority.

 

Thus, V. Lytvyn believes that the transitional provisions should have indicated that this norm should be applied to the Verkhovna Rada of Ukraine of the present convocation, the next election date being October 2012.

 

The Chairman of the Verkhovna Rada of Ukraine calls for harmonizing the transitional provisions of the Fundamental Law with the current situation.

 

V. Lytvyn emphasised that the amendments concerning organizational issues should be comprehensive. "The required number of signatures should be collected to support the document and vote for it, rejecting the previous resolution", V. Lytvyn is convinced. "I am of this opinion, because one should not joke with the Fundamental Law, lest there should be any problems in the future", he added.
